[c-nsp] Stable Image for UBR7246

[Stephen Cobb]

There are no [documented on cisco.com] related bugs for that
release...checked cisco's bug toolkit and IOS release notes caveats for the
latest release 12.2.33-SCD(ED) as well...fyi.
