[c-nsp] per-user static routes getting stuck

I have a 7206vxr running c7200-js-mz.123-23 doing a mix of T1 aggregation
and PPPoA/PPPoE DSL termination. Lately, we've been seeing an issue with
one particular PPPoE DSL user. They have a static IP and a /30 via
their RADIUS profile. When this user disconnects, the per-user static
route for their subnet isn't getting cleared from the routing table.
Their static /32 does get cleared. The only way I've found to clear the
/30 is to enter the route into the config, and then remove it from the
config. With an uptime of 2.5 years, I should probably just upgrade to
12.3(26) and reboot...but I wonder if anyone else has seen this?
