[c-nsp] Unified IOS (15.x) and feature based licensing model

With Cisco's recent release of ISR G2s, they introduced (at least as far as
I know) a unified IOS version (15.x), and their new licensing model.  I've
only deployed a single 2900 thus far, but in general the new model seems
straight forward.  Also, I noticed that when downloading an updated image
for a 2811 the 15.x code was available for download -- does this mean the
older ISRs can also run 15.x?

What do others think of this new paradigm?
