software-based forwarding platforms: yes.
hardware-based forwarding platforms: no.

there in lies the real issue: no 64 bit counter.
and on distributed h/w forwarding platforms, it'd be problematic to implement anyway.

then there is the case of whether one implements said counter with Cabletron logic or not.  i.e. count input and output. :)
