MPLS by default will assign label to every prefix learned via IGP.
Given 226k prefixes were assigned labels, I'd look into configs
right away.

You can easily go for 'mls cef maximum-routes ip 1007' given that
You have XL card, and reload the box, but this will only hide problem,
not solve it.

For some reason BGP is leaking prefixes to IGP, or there's some problem
with the IGP deployment itself.

Can you show us output of 'sh ip route summary' and the config snippets
of both any IGP configured on the box and BGP without neighbor-specific
settings? I'd say anything with 'mpls' will also be useful.
