Hello Deric--

   Any equipment that your data traverses will affect the round trip
time of the packet, that includes Cisco equipment. It is very
difficult to give you a good answer because there are so many
variables involved. There are several things that could have a bad
impact on latency between the end points:

- Not enough memory in the router or switch
- Too slow of a CPU in the router or switch
- Bad cabling
- Bandwidth between VPN peers is too small
- TCP segment size too large causing fragmentation of the packet

   If the equipment (Cisco or some other brand) that your VPN traffic
is going through is sized well but you are having problems, you may
want to look at the MSS or look at the traffic stream with Wireshark.
