[c-nsp] Output drops the same in groups of eight

As I understood sometime ago was that 6148 modules have common buffers for
1-8, 9-16, 17-24 etc. If the buffer is full and output queue drops the
packet then the same number of drops will show up in all eight-ports for
that buffer.
