[c-nsp] Limiting Interface Traffic

Off Topic, but I've seen this happening in linux machines using tc and HTB
as queue discipline in interfaces with trunk, matching packets at virtual
VLANs interfaces. Also, input control is not so cool in linux. If I can
remember, I think that output policy was working right.
