I'm a bit late here, but as I understand the dialogue you're actually
asking:

 Will configuring shaping add more buffer memory than what is available
 to the interface with standard FIFO queueing?

And the answer seems to be: No, configuring shaping doesn't add more
buffer memory. (It might take processing cycles to handle this shaping
and thus actually make things worse.)
