so i am searching for what is the best solution Layer 3 or Layer 2 ? and
if Layer 2 should i use MST and PVST or use VPLS instead ?

It mostly depends on your requirements. I would avoid STP in general these days. MST and RPVST operate much more efficiently and converge faster because of the RSTP standards. VPLS has the added benefit of allowing link and node protection as well as spanning the topology across a wide area. It really depends on what you are trying to accomplish.
