That might not help.

IGMP querier election is lowest IP only. There is no way to influence 
it, which is annoying.

Multicast forwarder is a different matter, and under IOS is the PIM DR, 
which is the highest numbered PIM router by default, or you can set the 
"ip pim dr-priority" command.

However, the lowest numbered router will *still* be the querier.
