Not necessarily. I've seen (recent) SSO failures on dual-sup 6500 
systems where the failover event actually trips a bug, causing an IOS 
crash and drop to rommon. Not 7600, but 12.2(33)SXI. I have my 
suspicions about the stability of the ISSU changes in 12.2(33)...
