That's the easiest way...but the trouble is, cacti can't ignore local 
traffic (so the customers are only billed for "internet" traffic).

I'm curious to hear what others have to say, but I suspect the OP is SoL. 
I don't have any experience telling a 6509 to only export certain flows, 
but unless traffic levels are pretty low, I suspect there will be switch 
processor load issues if you do more than some form of sampled netflow, 
and then you really can't bill based on it, because at most you'll be 
seeing like 1.5% of the traffic volume.
