No. It's impossible to say, based on the limited amount of information
you've provided.

What software release are you running?
What traffic type(s) are you passing through the firewall?
When you say "low", what exactly do you mean?
Can you identify which process(es) are consuming processor time?
Can you post your config (removing/obscuring sensitive parts if necessary)?
