Show interfaces showing wrong values for output drops

Symptom:

ASIC drops reported as outputs drops in the show interface
and also as OutDiscards under show interface counter error

Following two issues reported:

1) On some interfaces, outputs drops stays at 0 despite the fact
that "show plat port-as stat drop ..." is showing drops
2) Outputs drops value seems to be the same for all port linked
to the same ASIC.

Conditions:
Normal use

Workaround:
None

This issue is fixed in 12.2(44)SE or later releases.
