[c-nsp] stm-1/stm-4 mux

Can anyone make a recommendation on a self-contained STM-4/STM-1 mux:  STM-4
is used for back haul, and STM-1s are split out for local use.  

It appears as though a 7206VXR G2 won't accept STM-4 natively, so I need
something to split a few of the STM-1's out.
