[c-nsp] Cisco 1588v2 and Sync-E design

First of all, SyncE only provides frequency synchronization, not time of
day (time) or phase. 1588v2 will provide phase and ToD.

There is nothing in the configuration guide for the ASR9000 regarding
either 1588v2 or SyncE, however the Ethernet interface command reference
has some detail on SyncE configuration.  I do not believe PTP/1588v2 is
supported on the ASR9K yet.

Are you doing TDM CES at some point?  Why the necessity for synchronized
clocks?
