[c-nsp] Catalyst 4500-E ROMMON Upgrade Caveat

Neither setting confreg to 0x102 doesn't help here. Also, in release
notes directly focused to ROMMON for Sup6E, there's only serial console
method (with boot break) mentioned for upgrading.
