"DF" says "don't fragment", so what is the box supposed to *do* with a
packet that is larger than the "Maximum Transmission Unit", MTU.

Either fragment, or drop.  Don't fragment -> drop.  No ping.

There's nothing to troubleshoot here, this is fully expected behaviour.
