That speaks to the rollback part, which does not work, and have you
actually used the 'config replace' part as well?

It has some odd requirements, such as must have the two lines that begin
with ! at the top of a config to be attempted to be parsed.

Please perform the following test:

show run all | redirect nvram:startup-config
show archive config differences

Let me know when that works.
