[c-nsp] High CPU on 3750 stacks, fix, sort of

The issues with high CPU utilization when making configuration changes
(hulc running con process replicating changes to other stack members) is
reported fixed in 12.2(58)SE1.

But there is a small problem...

The image is available for 3560, 3560X, 3750, 3750E, 3750X.   But *NOT*
the 3750G-12S.

The image won't fit, as the 3750G-12S only has 16Mb flash.  The "new"
(sucky, Web 2.0, Ajax-riddled, stinking) software download page won't
list it for a 3750G-12S.  And even the image-only .bin won't fit on the
3750G-12S if you tried.  Can't read the release notes either (currently
returning a "forbidden" page) to see if there is any official word on this.

So they ditch the 3550-12 (stuck at 12.2(44) officially, despite
continuing updates for the DC model), never offer a 3560-12, finally
release a 3750-12, and it lasted for what, 3 releases?
