I don't see this on SXI5:
ip community-list 10 permit 65000:1
ip community-list 100 permit 65000:1
ip community-list standard BAR permit 65000:1
ip community-list expanded FOO permit 65000:1
Do you have the global:
ip bgp-community new-format
