Conjecture here (but something we learned the "hard" way):

Do you use ssh to access the device (or did something just start
using it)?  There was was a serious bug in 12.4(25) where the
processor c/would crash if you connected using ssh.  I suspect
you can find it in the cisco bug tracker if you need the number
and more information.  The workaround was to entirely disable ssh.

It was fixed in 12.4(25a) as I recall, but 12.4(25a) was never made
available for the 7500 (the release was past one of the software
support dates).  The only "fix" was to go back to 12.4(23) if you
needed a 12.4 train and ssh.
