[c-nsp] Shaping on outgoing results in 'input ignore' errors on ingress interface?

Thanks Gert. I already had it at 100. Didn't want to go too much higher,
but will try 200. There is VoIP traversing this interface. But I guess
with a 100 meg egress interface, I'm looking at worst case 24 ms of
serialization delay (200 full size packets). I think that is acceptable.
