For un-channelized STM-4 SPA

No you can't configure card to work as STM-1.

It will only connect to other STM-4 ports as it can only generate  STM-4 SDH
frames.

For channelized STM-4 SPA

Yes you can by configuring sonnet controllers.

I have the following card SPA-1XOC12-POS on a Cisco ASR.

show int pos0/2/0
POS0/2/0 is down, line protocol is down
  Hardware is SPA-1XOC12-POS
  MTU 4470 bytes, BW 622000 Kbit/sec, DLY 100 usec,


I wanted to know if the card can be configured to work as STM1. If so how
the configuration is to be done.
