Platform dependant. If framer is on optic, then almost certainly you'll
have no way to capitalize on WAN PHY.
If framer is on linecard, they might not be available, might be available
in UI or might be available in UI and might offer opt-in automatic linkdown
if link gets too many errors (set sonet-options raise-rdi-on-rei on JNPR)

But you can get similar functionality and more from EOAM regardless of
framing.
