[c-nsp] CDP interoperability

Seen the same with CDP on ISR G2 with 15.0M - they've sent CDP frames in
every subinterface. It IS annoying.
Won't surprise me if that was an actual feature request to get something
obscure and ugly working in CiscoWorks or Prime. =)
