[c-nsp] Vlans on an ASR9000

I want to thank everyone for their assistance, I think I have a
working config, however I am having issues locating a working SFP (it
keeps denying the PID of everthing I have).  If anyone has had an SFP
module that worked for them I would appreciate the input.  After I am
able to test I'll post the config snippit.
