[c-nsp] Vlans on an ASR9000

We are using the standard ones that are made for the ASR's, they are
definitely different than the ones you would use for all other devices
(6500,7600, etc.) Be sure that if you're using the copper SFP's that the
links come up, you may end up having to hard code. If you end up using the
Fiber SFP's and not hard coding be sure to use 'negotiation auto' or your
interfaces will either stay down or flap but never come up. The link type
'Force-up' tends to have problems with certain Non-ASR 9000 devices at the
other end depending on port configuration.
