The issue has been fixed and the fix will be available in the next release coming out early March.

Not only. In the newest code, 15.1(2)EY1a, LLQ got broken: It's not
not anymore possible to configure a policy-map with bandwidth-classes
/and/ a priority-class. When trying to place it egress on an interface
the code will reject.
