The PA-GE will never do full GigE bandwidth.  It's there if you need
"a bit more than 100 Mbit" or "the physical port needs to be GigE for
cabling reasons".

If you want halfway gige performance in a 7200, get a NPE-G1 or NPE-G2
and use the GigE ports on the NPE.
