[c-nsp] Apply C-VID and S-VID to untagged packet

The ME3400, 3600 and 3800 do not support pushing tags onto frames yet.
This feature will be available in future releases.
ME3600(config-if-srv)#rewrite ingress tag ?
pop Pop the tag
7606-ES20(config-if-srv)#rewrite ingress tag ?
pop Pop the tag
push Rewrite Operation of push
translate Translate Tag
