[c-nsp] Apply C-VID and S-VID to untagged packet

If I got your question right, you need an EVC framework in order to to this. This option however is valid on certain platforms only (Cisco 7600 with ES cards, ME3400, ME3600, 3800 and others). 

Here is how it works:

In my opinion there is no other way to do this in old-fashioned configuration model.
