[c-nsp] Basic understanding of 6PE and 6VPE

Hi experts,

The obvious difference between 6PE and 6VPE is as follow:
6PE will just establish IPv6 neighbor between PE router?
6VPE will establish VPNv6 neighbor between PE router, then exchange the VPN
routes between 6VPE router?

Will appreciate for any comments.
