I think you nailed it. BCP is msec 0 and dampening. (Too bad some vendors,
like JNPR, do not support exponential backoff for dampening).

There is exception to this BCP, if you have optical protection where like
may be lost for maybe 20 to 50msec, you want to have your carrier-delay
higher.

Also the true carrier-detect is not what you configure, as there are
hardware limitations too. E.g. WS-X6704-10g is slower to detect loss of
carrier than WS-X6708-10G
