[c-nsp] BCP for carrier-delay msec 0, interface dampening and isis timers

You might want to introduce some delay for interface coming up -to account
for some quick bounces before the dampening kicks in

isis timers for XR and IOS?

I'm building a lab using these settings, but I'm curious what others are up
