[c-nsp] me3400 EVC config help needed

On the 7600 side I'd use only the svlan encapsulation

interface GigabitEthernet3/1
no ip address
no cdp enable
spanning-tree bpdufilter enable
service instance 3 ethernet
  description Customer-10
  encapsulation dot1q 10
  xconnect x.x.x.x 1227 encapsulation mpls

Which ios version are you using on the ME3400?
Is it a ME3400EG or ME3400G?
