[c-nsp] Cat 4900M crash

Hi Artyom,

I have decoded the crashinfo and you're hitting the following bug:
CSCtn68186 - crash on BGP up when 'ip cef accounting non-recursive' is
configured

This is fixed in 12.2(53)SG5 and 15.0(2)SG and later releases.
Workaround is to disable 'ip cef accounting' which is not supported on
the 4500/4900 platform.
