Do you have the route for the remote IP in your routing table?
Also, do you have the network MPLS-enabled?

I know these sound like silly questions, but:
  Destination address: 10.100.100.23, VC ID: 777, VC status: down
    Output interface: if-?(0), imposed label stack {}
    Preferred path: not configured
    Default path: no route
    No adjacency

Also, there seems to be a issue with targeted LDP:
  Create time: 00:20:49, last status change time: 00:00:00
  Signaling protocol: LDP, peer 10.100.100.23:0 up
    Targeted Hello: 10.100.100.4(LDP Id) -> 10.100.100.23
    MPLS VC labels: local 456, remote unassigned
    Group ID: local 0, remote unknown
    MTU: local 1500, remote unknown
