This one looks quite interesting.  Never really played with python/django, but it can't be any worse than mod_perl.  Just last week I was googling around for free IPAM stuff, thanks to the OP for asking.

Sadly, the FreeBSD port on this one is really outdated and doesn't build:

That sure would have made getting all the dependencies sorted out…
