[c-nsp] Using EoMPLS instead of end to end VLAN

Port based EoMPLS would not allow you to terminate the PW on a L3 interface on the 7600 for IP and BGP...
It can be done if you have UNI facing ES20/ES+ modules on the 7600. ASR9K can do it too.

It is called "Routed Pseudowire"/"L3 Pseudowire"/"SVI based Pseudowire".

You can do port-based EoMPLS quite easily.
