[c-nsp] Most Stable IOS-XR Version for ASR9K

We are using 4.3.0, but twice last 4 weeks we had problems - spontaneously reboot ASR9K. On asr9k around 2500 clients.
Case in cisco TAC opened since 4 april, but no answers from developers.

Try to use another version 4.2.3 with SMUs.
