[c-nsp] Nexu 5020 HSRP issues

Hi, Christian !

A have already read early answer about L3 Card and I agree with guys. Nexus
5000 without L3 Doughter Card can do only L2 features.

I will get N5548 with L3 daughter card in few weeks and if You want I could
try to test creation and working of HSRP with and without this card.

But 99% that root cause is in it.
