I'm certainly anti "it's in the book, so drink it".

But, I'm yet to find a network that doesn't have aspirations 
of growing (and many of the ones I've seen actually do).

The question becomes whether you want to plan for growth or 
"see as you go along". A lot of people choose the latter. 
Most wished they went with the former.
