I think you would be better off rethinking your approach to this problem.
There are plenty of tools for bandwidth control, but hairpinning your
traffic through a single point of failure is one approach I would avoid -
particularly in a service provider environment.  In general, you would be
much better off using ingress / egress qos as close as possible to the
customer.
