EtherType does not affect frame format at all, it just tells what the
payload contains.
So it's 18 if you're counting DMAC, SMAC, EtherType, FCS.

Obviously there must be some payload, 46B of it, out of which at least 4B
at start is MPLS label.

Then in L1 you need preamble, SFD and IFG.
