[c-nsp] Layer 2 Traffic Monitoring

Hi, Mike

Thank you. This is very good topic.
But for this we need some monitoring system near IX-switches for mirroring.
For now our monitoring systems are far away from IX-network and we can not
use RSPAN through the whole network.
Maybe monitoring system in the IX is a good solution.
