Pshem,
"pop 2" in this documentation is not referring to MPLS but Ethernet EVC configuration where "pop 2" means removing of two vlan tags.

One other limitation that I've noticed is that QinQ and xconnect
don't currently work together (the AC is always down for dual-tagged
encapsulation).

Restrictions
•Pop 2 configuration is supported for IP only scenarios.
•Pop 2 is not supported for MPLS, L2VPN, and MPLS VPN deployments.
•Pop 2 configuration is not supported for the port channel interfaces.
•Pop2 is supported for layer 3 operations only; it is not supported
for layer 2 operations (though the router allows you to configure pop
2 for layer 2 as well).
•ACL and QOS configurations for pop2 EVC scenarios are not supported.
The funny thing is that pop 2 does seem to work for MPLS (i.e. ISIS +
RSVP-TE or ISIS + LDP), unless the meaning of MPLS is different here.
