[c-nsp] Difference between 4.3.0 and 4.3.1 version in ASR9K

Actually i have HSRPv2 feature running in the live production for IPv6
service, but the 4.2.3 cannot support this feature, that's why i am
considering 4.3.0 and 4.3.1.
