[c-nsp] WiSM: base-ap-count licence installation problems

I know we are not alone -
We have wisms, 5508s, and 5760s.

I have had to buy a license to be able to use the newer products 3 times
for 1130s and 1140s.
I have had to buy a license to be able to use the 1200s and 3500s 2 times
and I suspect when Cisco rolls out a new controller product ( the 5508 will
go EOS ) I will have to buy more licenses )
